Meta has officially updated its WhatsApp Business API policy, imposing a strict ban on general-purpose chatbots. Effective as of January 15, 2025, this regulatory shift forces major AI players—including OpenAI, Perplexity, and Microsoft—to discontinue their chatbot services on the platform. The move has already triggered antitrust investigations from regulators in the European Union, Italy, and Brazil.

The End of Third-Party AI Assistants on WhatsApp

The updated WhatsApp Business API policy explicitly targets “AI Providers.” Under the new terms, companies offering large language models, generative AI platforms, or general-purpose assistants are prohibited from utilizing the WhatsApp Business Solution if AI interaction is the primary functionality of their service.

This decision effectively clears the competitive landscape, leaving Meta AI as the exclusive artificial intelligence assistant permitted to operate within the chat application.

Why Meta is Restricting AI Usage

Meta maintains that the WhatsApp Business API was never intended to serve as a distribution platform for external AI models. According to a company spokesperson, the influx of general-purpose chatbots created an “unanticipated use case” that strained system infrastructure due to massive message volumes. Meta noted that these services required a level of support and technical capacity for which the current API architecture was not designed.

Crucially, the policy change does not impact businesses using AI for standard customer support or transactional updates. If an AI is used to facilitate a specific business function—such as a travel agency managing customer queries—it remains compliant with the platform’s terms.

Monetization and Strategic Control

Beyond technical strain, the decision is deeply rooted in Meta’s long-term revenue strategy. During the Q1 2025 earnings call, CEO Mark Zuckerberg identified business messaging as the “next pillar” of Meta’s growth. The current WhatsApp Business API model relies on charging companies for specific message templates, such as marketing, utility, and authentication.

Because third-party general-purpose chatbots did not fit into these existing fee structures, Meta was unable to effectively monetize the high volume of traffic these bots generated. By eliminating these “unintended” services, Meta is consolidating its ecosystem to ensure that all business activity on the platform aligns with its direct revenue-generating frameworks.

Impact on the AI Ecosystem

The restriction marks a significant shift for companies like Luzia and Poke, as well as tech giants who utilized WhatsApp’s massive user base of over 3 billion people to distribute their AI tools. As of today, the integration of services like ChatGPT and Perplexity into the WhatsApp interface is no longer supported, marking a definitive end to the era of third-party AI assistants on the platform.
