United States and French law enforcement have successfully apprehended five individuals linked to a sophisticated cybercrime network, marking a significant blow to the operators of the notorious BreachForums. The international operation targets key figures behind years of illicit hacking activities and massive data breaches.

The Indictment of “IntelBroker”

On Thursday, the U.S. Department of Justice (DOJ) officially announced the indictment of 25-year-old British national Kai West. Authorities identify West as the serial hacker operating under the alias “IntelBroker.”

According to the indictment, West orchestrated a multi-year hacking scheme that impacted over 40 victims, including major telecommunications firms, internet service providers, and municipal healthcare organizations. The estimated damages from these cyberattacks exceed $25 million.

Federal prosecutors allege that West attempted to monetize stolen sensitive data from a healthcare provider, including Social Security numbers, dates of birth, and comprehensive health records. West was reportedly the leader of a group known as “CyberN[—],” which frequently utilized BreachForums to facilitate their criminal operations.

French Authorities Target BreachForums Administrators

While the U.S. focuses on the prosecution of West—who was arrested in France this past February and currently faces extradition—French police have simultaneously dismantled the core leadership of the BreachForums platform.

Paris prosecutor Laure Beccuau confirmed in a statement on Wednesday that four individuals were arrested in France. These suspects are believed to be the primary administrators of BreachForums and members of the “ShinyHunters” collective.

“This week’s arrests targeted the individuals suspected of being the site’s main administrators, and raised hopes of its permanent closure,” Beccuau stated. While U.S. officials declined to comment on the identities of the four co-conspirators, their arrests align with the ongoing global crackdown on the forum.

A History of Cybercriminal Disruption

BreachForums has long served as a central hub for cybercriminals to trade stolen data and hacking tools, hosting information leaked from high-profile companies such as 23andMe. The platform has proven resilient in the past, having been seized by U.S. authorities in 2023 following the arrest of administrator Conor Brian Fitzpatrick, known as “Pompompurin.”

Despite being shut down and subsequently relaunching in 2024, the coordinated international effort this week aims to ensure the site’s permanent collapse. Kai West now faces multiple federal charges, including conspiracy to commit computer intrusions, wire fraud, and unauthorized access to protected computer systems.
